Snow Removal Help for Seniors: What the City Covers, and What It Doesn't
Every winter we get the same phone call, usually from an adult son or daughter who lives across the city: "My mom is 78 and still shovelling her driveway in Guildwood. What are the options?" The honest answer has two parts -- what your municipality will do for free, and what it won't. This guide covers Scarborough and North York (both City of Toronto) and Pickering, because the rules are different on each side of the Rouge.
Toronto (Scarborough and North York): the sidewalk is covered, the driveway is not
The City of Toronto now clears roughly 98 per cent of public sidewalks as part of its regular winter program. Once a snowfall reaches 2 cm, City crews clear all public sidewalks, aiming to finish within about 12 hours, and they may keep working for up to 72 hours after a major storm. Because that service is city-wide, the older sidewalk-clearing assistance program for seniors and people with disabilities was folded into it -- there is no separate application anymore. If you live in Scarborough or North York, the sidewalk in front of your house is handled.
What isn't covered: everything on your side of the sidewalk. The driveway, the front walk, the steps and porch -- those are the homeowner's, at any age. So is the windrow: the ridge of packed snow the road plow leaves across the bottom of your driveway. The City's windrow-clearing machines only follow plows on eligible collector and arterial roads, and only when the pile is over 25 cm. On the quiet residential streets where most seniors actually live -- a crescent in Parkwoods, a court in Woburn, a side street in West Hill -- that windrow is yours. It is also the heaviest, wettest, most compacted snow on the whole property, and the part that sends people to the emergency room.
Pickering: a real seniors program, with limits
Pickering does things differently. The City runs a discounted seasonal snow clearing program for eligible seniors and residents with permanent disabilities. You apply through the City each season; the application window opens in the fall and spaces are limited, so check the City of Pickering website early. If you or a parent qualify, it is worth applying.
Two things to know. First, Pickering does not clear residential sidewalks the way Toronto does -- under By-law 6650/06, the homeowner has 24 hours after a snowfall to clear any sidewalk bordering the property, and the City can clear it at the owner's expense plus a 25 per cent administration fee if it isn't done. Second, the City does not offer a windrow-clearing service. So a Pickering senior who is not in the program, or is on the waiting list, is responsible for the sidewalk, the driveway, and the windrow -- all on a 24-hour clock.
Why shovelling is the wrong job for a 75-year-old
This isn't about ability. Shovelling heavy, wet snow is one of the most strenuous things most people do all year: it combines cold air, heavy lifting, and sudden exertion, which is a well-documented combination for heart strain in older adults. Add the back and shoulder load of lifting a compacted windrow, and the slip risk on a driveway that iced overnight, and the math is bad. The safest driveway is the one that is already clear when the front door opens.
What a seasonal contract actually gives a senior
A seasonal snow removal contract is the private-sector answer, and it is the one most families end up choosing. Here is what a properly set-up contract does for an older homeowner:
Nobody has to call anyone. We monitor the forecast and dispatch on the trigger depth in the contract (standard 5 cm, adjustable). The senior never has to decide whether this storm "counts."
Early-morning routes. On overnight storms our crews are out from 4 AM. Tell us about medical appointments, PSW visits, or a caregiver who arrives at 8, and we route the property accordingly.
The whole property, every visit. Driveway edge to edge, the windrow broken and cleared, walkway and steps hand-shovelled, porch cleared, salt on every surface. In Pickering, the bordering sidewalk too, inside the 24-hour window.
Return visits for ice. The freeze-thaw cycle is what causes most winter falls. Our ice management is timed to the temperature, not just the snowfall.
One flat rate. November through April, unlimited visits, no per-storm invoices arriving in a parent's mailbox.
Family can set it up remotely. Most of our seniors' contracts are booked by a son or daughter. We quote from the property details, confirm by phone, and send the paperwork to whoever is managing it.
What to ask any snow company before you sign for a parent
Is the walkway and the steps included, or only the driveway?
What is the trigger depth, and can we lower it?
What time do residential routes start on an overnight storm?
Is salt or ice melt applied every visit, and do you come back for freeze-thaw ice?
Are you insured for snow operations, and can you send proof?
How do you handle a request to clear before a specific appointment?
If a company can't answer those clearly, keep looking.
Pricing in Scarborough, North York, and Pickering
Seasonal contracts for a standard residential driveway typically run $400 to $600 for the full winter, and $600 to $800 for a double driveway, with unlimited visits and salt included. Per-visit clearing runs $50 to $100. Walkway-only service is available for homes where the driveway isn't used. We quote every property individually -- there is no charge for the quote.
